the original 4%. It was agreed to support

this.

(3) Other productive undertaking should be

assessed on net receipts:-

(a) Wireless telegraphy.

It was agreed to support this.

(b) Waterwork.

It was agreed to support this, though

it was doubtful if the point could be pressed

since waterworks were not a new undertaking

not contemplated at the time of the

Haliburton Report."

(c) Aerodromes.

It was agreed to support this.

(d) Harbour-dredging.

It was agreed that the Governor's

proposal should not be supported.

(e) Posts.

It was agreed that as gross receipts

had from the first been liable to contribution

this proposal could not be supported.

(f) Ferries.

It was doubtful if it would be necessary

to apply this principle in practice;

was agreed to support it.

(c) Municipal Undertakings etc.

but it

with the practice in the Straits Settlements,

where conditions were quite different. It

was agreed that the proposal should not be

supported.
